Header and Footer Lockup

Using Word2000 XPpro. Header and Footer locked and am unable to delet
them from 200+page story in-progress. View>Header/Footer does no
release H/F. Print Setup>Margins show top margin at 3 1/2" Unable t
change. How do I delete Header and Footer
