In Project Standard 2003, Is there a way to list taks under headings such as
"Development Tasks", Marketing Tasks", etc. Thanks.

Ahhh, sure. It sounds like all you need to do is to create summary lines
for "Development Tasks", "Marketing Tasks" and whatever. The performance
tasks, where the actual work is performed, are indented under those
summary lines.
