HELP! 2003 Outlook Web Access!

Having an issue with viewing an Excel Spreadsheet in a
public folder.

Just installed Exchange 2003 and moved all mailboxes and
replicating Public Folders. User has permissions to the
resource. Trying to access the spreadsheet gives "Not
authorized to view this page".

Any Thoughts are greatly appreciated!
