Help File issue Office 2007

Users are receiving the following error:
Cannot access Help Files in any 2007 applications - error "There is a problem
with one or more installed Help Files - Please repair your files and try
again".
I have run Diagnostics and Repair, uninstalled and reinstalled Office and
the error is coming up.
I am running Windows XP with SP2
