Open the live site in FrontPage, open the page with the counter, right click the hit counter, Select
"FrontPage component properties," check "Reset hit counter" and then enter the number you want.
Click OK and then save the page.

Interesting, because your hit counter is working and the reset number shows in the source code for
the page.

Another option: open the remote site in FrontPage open the _private folder, right click on the file
named index.htm.cnt and select Notepad to open it with.

You will see: FPCountFile 00000000022
edit the digits to reflect what you want but do not change the total number of digits. Save the
file and then check your page.

obtw you have some duplicate content at the very bottom of the page.
