I have a question that stumped our IT dept. Others here have said it
can't be done, and it appears that Microsoft charges for technical
assistance and we're cheap. So I'm turning to my personal resource group
and asking the question.

In Word, is there a way to create a document, turn "track changes" on and
create a watermark (both of which I know how to do) THEN password protect
the document so that no one can turn off the track changes or delete the
watermark without the password, yet still allow people to make changes?
