The most common issue with Hover Buttons is that they
require the browser to have Java installed. MS can no
longer distribute this so new machines do not have one
installed. You would need to download it from jave.sun.com
For this reason it is recommended to not use them and
instead use other technologies such as Dynamic HTML which
can do a lot more

And even if you have Java they do not work in FP - you have to preview them
in a browser to see the hover effect.
