How can I enlarge an image without pixelation?

You can't. When you enlarge an ordinary bitmap image, such as a .jpg or
..bmp, you're "stretching" the binary information which makes up the picture.
If the image is small and of low resolution, there's simply not enough
information there to enlarge it without pixelation.

Pixelation is simply a way of papering over the lack of image data and
creating something viewable.

You cannot in Publisher or a paint program if the image is bitmapped.
You can try scanning the picture and increasing the size in the scan
program. That normally is the best option.

standards of education. You do not need to embelish the poor image of the
Blitishers.

A tip that I got out of a Photoshop Elements 3 book (it might work in other
editing programs) by Scott Kelby is as follows:

Open the imge you want to enlarge and under Image, Resize choose Image Size.
Make sure that Resample Image is turned on and switch the unit of measure to
percent and type 110 in both width and height and click ok. This will
increase the image size by 10% with no loss of quality. Repeat until the
image is the size you want.
