How can I lock the cell size of a table in MS Word?

I am currently making an attendence card in MS Word. I made a table and have
a cell for inserting a picture from a digital camera. I cell is about 1" x
1".

How can I lock the cell size so that the picture will conform and shrink to
fit the cell instead of the cell stretching to accomodate the picture?

In Table | Table Properties (Table | Cell Height and Width in older
versions) set the rows to an exact height and/or the columns to an exact
width.
