how can I open a checked out project on the server which has turned dimm
although nobody has the projectfile open at the same time.

The project must be checked in before anyone can work with it Read/Write.
Ask your Project Server admininstrator to do the following:

1. Log into PWA with administrator permissions
2. Click the Admin menu
3. Click the Manage enterprise features link
4. Click the Check in enterprise projects link in the sidepane
5. Select a project in the data grid and click the Check-In button
