How do I access Desktop Toolbar from Office 2003?

Office XP had a toolbar that would appear at the top of the screen that you
could utilize by adding various links such as programs files and even
folders. You could have this bar setart up every time you start up your
computer. I found this very handy and used it all the time. I recently
upgraded to Office 2003 and it doesn't appear to be available with this
version, or at least I can't figure out how to access it.

No, there is no Office Shortcut Bar in Office 2003. See
