How do I add one document to another

how do I add one document to another if the headers are different

Insert a section break at the end of the first document and add the other
one after the break.

That will have no effect unless you first insert a section break at the end
of each file to be inserted (in which case the section break at the end of
the document will need to be inserted only once, before the first
insertion).
