how do I change outlook to e-mail, says no email

I'm trying to make outlook my default e-mail. I'm having trouble setting it
up. Outlook says no-e-mail, but my programs under internet options shows
microsoft outlook.

Have you configured Outlook with a mail account? That's all it takes.

no I haven't, I can't figure out how to, is there good instructions
somewhere. I'm probably making it harder than it needs to be. Can I use my
charter account for this?

You still haven't posted your Outlook version.
Your mail service provider will provide you with the instructions for
configuring your mail account.
