How do I change settings to open the biggest window in outlook?

Outlook, Explorer and other programs tend to "suddenly" open in a
less-than-full-screen format. How do I change settings back so that the
programs will open in full screen every time?

Maximize the last open window of the application and then close it.
Additionally you could hold the CTRL button while clicking on the X (close)
button. This would force the saving of the window state.
