How do I change tabs and indents in Notes MASTER?

Indent and tab marks in the NOTES MASTER seem totally unresponsive.
No matter where I place the markers opn the ruler, the text lays out the
same in the Notes Master page and in the Notes View itself.

What do I need to do to get control of them?
