How do I change the flag time display?

When setting a flag on a message, how do I change the drop down time display.
Currently, my default is set as 9:00pm the first time option on the dropdown
so I have to scroll back to 8:00am. I would like to have the drop down to
display 8:00am as the first time, not 9:00pm.

The default time for the follow-up flag reminder corresponds to the value
you have set in the "End time" box in Calendar Options under "Calendar Work
Week". You'd have to change that value to change the flag reminder value.
