How do I correct Error # 3197 ACCESS - two users - same data?

Access system is locked up with an error message I don't understand. (Error
3197) "...you and another user are attempting to change the same data at the
same time."
No one is currently on the Access database. I need to open it to add and
analyze data.

Sign of corruption. For more information on corruption including possible causes,
determining the offending PC, retrieving your data, links, official MS KB articles

Check to see if there is a file with a .ldb extension, with the same filename
as the database, in the database's folder. If there is, delete it and try
again.

This error can happen when Access is not closed down properly (somebody
ctrl-alt-del's and stops Access using the task manager, or reboots, or there's
a power failure, or...) The .ldb file holds "locks" to indicate who has the
database open.
