Use a draw program to crop the graphic such that the top of the (square
)image coincides with the top of where you want the circle to be (and
the same with the left, right and bottom). Then create a circle in
Publisher; right-click > Format AutoShape > Fill > Fill Effects >
Picture. Select the graphic you just created.
