How do I display word toolbars with word documents in browser win.

We are storing read-only documents on an imaging server. Sometimes users
need to print or save these documents to their local system. With Excel and
PDF we get all the toolbar functionality we need, but with Word we can't get
the toolbars to show up. Is there a switch or something we are missing?
