How do I enable VB Editor under User privelege

Hi,

I installed Office XP on a win2000 machine as an Administrator. When someone
with User priveleges logs on and runs Excel they find that the Visual Basic
Editor menu item is disabled. How would it be possible for a user to use the
VB Editor?
