how do I erase part of a clip art picture in publisher 2007

I want to customize a clip art and I want to erase part of it and add my own
text. How do I do that? Also how do I make things transparant that I don't
want seen?

If the clipart is .wmf or .emf or any other vector format, ungroup and delete
the parts you don't want. Otherwise you need to take the image into a program
such as Paint and erase the text.

You can put objects on the master page (ctrl+m), click ignore Master page in the
View menu.
