How do I get an InfoPath form to be filled out using a browser?

My clients don't have InfoPath. I have a user form template that needs to be
filled out by my clients. So, I think I need to use Sharepoint to manage my
forms. I have InfoPath 2007.

Issue 1: I tried publishing my user form template to Sharepoint, but I
don't have the check box in the wizard asking me if I want to 'enable this
form to be filled out using a web browser'. Why?
Issue 2: After I finish the wizard, I go to my sharepoint site and the
document isn't even there, even though I receive a confirmation message that
it has been posted to Sharepoint. The new library is created, but the form
does not display.

Can someone tell me how to easily publish the user form template to
Sharepoint?

Issue 1: You probably did not create a browser-compatible form template?
Issue 2: The form template has probably been published, but you did not use
the "New" button on the SharePoint form library to create an InfoPath form?

I tried going in a enabling form services to publish a form template in
editable form. I don't have the ability as a designer. So, I checked the
version of Sharepoint. In the 'HELP', it says it's Sharepoint 2.0 and 2003
Microsoft at the bottom in little letters. Could this be why? Is this a
version where I can't create a browser compatible form template?
