How do I get Setup to recognize a "missing" file upon installation

Am doing clean install of Standard Edition 2003 upgrade on a standalone XP
machine. After the initial Setup dialog boxes and doing compliance check
using the CD of my Office 2000 Standard, the installation seems to begin
normally. It enters "waiting for cabinets to be cached to local installation
source" and can't find IU561401.CAB. After a few minutes the "Installation
Error: File not Found" box appears. Browsing I can't get Setup to find the
file anywhere.
I can use Windows search and find a file by this name (13.0 MB, 8/15/03) in
the root of the Office CD. The file also appears to be on some sort of
temporary folder on the local hard drive. Any help greatly appreciated.
