how do I get the - or + in sub task to work in project 2003

I'm tring to get the - and or + in sub-task to work in a construction project
I'm setting up but only get the list I create, the help area isn't much help.

Joseph,
Another question, are you trying to expand a consolidated file, that is,
a master with subprojects inserted? If so, in some cases you need to
open the subprojects in order for the master to be able to expand them.
