how do i insert an image into a shape?

I have pub 2000 and want to know how to insert a pic or image into a shape.

Insert, picture, new drawing, create your shape, on the drawing toolbar, fill, fill
effects, picture tab.

thanks for your reply.
I go to the fill effects dialog box and there is no picture tab, just:
tints/shades, patterns, gradients.
