how do I lock a graphic into a template

I'm using a Word e-mail template and have put a graphic in the header area.
When I e-mail the newsletter the graphic moves. I've not been successful
locking it in place. This is a piece of clipart I retrieved from the MS site.

I have photos in the document and they stay in place.

Some of the text boxes in the margin also move.

I would be happy to e-mail the newsletter to anyone who might be able to
diagnose the problem and tell me how to fix it.
