Prevent graphic from moving into header or footer

I've struggled with this a long time.

I have a graphic or picture that is anchored to a paragraph and Layout is
set to Square or In Front of Text. As I edit text above, the graphic moves up
and down the page as expected. At some point the bottom of the graphic
reaches the bottom of the page. Or the top reaches the Top of the page.

The problem is I can't keep the graphic from flowing into the footer region
if the anchor is in the paragraph near the top of the graphic, or appearing
over the header if the anchor is in the paragraph near the bottom of the
graphic.

Is there a way keep the graphic outside the header/footer without manually
forcing a page break or special formatting in the paragraphs around this?
