How do I lock changes to the Outlook 2000 Explorer Toolbar

There are two things I am trying to do. First, when I make the Advanced Toolbar visible, it dissappears every time I exit Outlook and get back in - how do I get Outlook to startup with the same toolbars visible as when I exited it the last time? Second, I have added buttons to both the standard and advanced toolbar and they also dissappear when I restart Outlook - can I lock them down as well
