How do I make a mosaic?

I dont know if this question belongs here or not, but I'll just give it a shot.

Hi, I would just like to know if there is anyway to change the number of
pixels in a picture? I would like to change a picture to 6 pixels per inch
so that I can make it a knitting pattern, but I have no idea how to do that
without buying expensive softwear. Any help is very appreciated.
