How do I make a picture cover the entire page using Publisher?

I am making programs and I want the picture to cover the entire first page.
But, when I look in print preview the picture is cut off around the edges.
How do I fix this?

You will need a full bleed capability. Does your printer support this? Do you
have a PhotoSmart printer?
