How do I move the 0 point on the horizontal ruler?

I sometimes move the horizontal ruler to measure something on the page or set
something equally from a centerpoint relative to the design. I cannot find in
the help system how to do this in Publisher 2007. In PageMaker you just click
in the corner empty box and drag it, but Microsoft is never that easy.
