How do I restore email history

In trying to fix an Excel problem I performed a "clean boot". After that I
did a "normal" start and then "restored my setting" off of the msconfig menu.
(as an aside I still have the Excel problem - does not start - can only
start in safe mode)

All other program data files were intact (favorites, Excel and Word files)
but Outlook was completely blank. I lost our contact list, inbox data, sent
emails. etc. Basically it looks like a brand new program without any data.

Is it possible to restore that data. I checked the recycle bin and there
does not appear to be any of this info. I'm not sure where to look or how to
get that back into Outlook if its available.

Any feedback is appreciated. Thx,

Di dyou look for any .pst files on your hard drive and open then using Outlook?

Yes. I had a couple of files came up on the search. I tried to open with
Outlook and got a response that the "operation failed". Those files were
last modified today. There was an archive file last modified in 2003 and
when I tried to open with Outlook an email template came up with that file as
an attachment. When I tried to open that, it asked me the same question
"open with what" , I responded with Outlook and got another email template
with that file as an attachment.

???

One other point. My Outlook is currently not allowing me to send/recieve. I
contacted my ISP and we reviewed the settings and they appear correct. He
suggested I contact Microsoft. However, I CAN send and recieve via Outlook
Express. This leads me to believe that Outlook might be corrupt or I have
some setting wrong.

You are using Windows Explorer to open them - I expressly said to open them IN Outlook, not WITH Outlook.

Open Outlook, use ->File->Open->Outlook Data File.

My bad. I tried to open them as you outlined below. The screen flashed for
a second but nothing came up. Files were "archive" "copy of archive"
"Outlook" and "Outlook1".

Milly Staples [MVP - Outlook]

Then create a new mail profile - I am afraid that all the attempts to open your files has corrupted your profile. Create a new one under Control Panel->MAil Icon->Profiles->New (or Add) - create a new one and configure it to use your current OUtlook store. Do not copy the old one.

Before hand, just to be safe, you might want to run scanpst.exe against the default .pst file (and any other tha you use) to remove any problems inherent in the .pst file.
