How do I set a repeating date-driven tasklist in MS Project

What I'd like to do is take a list of tasks which are already calculated in
excel as being 28 days before event date, 14 days before event date, etc. -
to import that into Project (2002), or set it up in Project to repeat for
several different event dates throughout the year. Can somebody tell me how
to do this? thanks.

I can get the excel information into Project using copy and paste. I have not
been able to highlight multiple tasks and make them recurring though.

In Porject however a recurring task can be created under "Insert>Recurring
Task" that will allow you to set some user fields and tell it which Project
Calendar to use. If you like them to an event (milestone?) in your Project
schedule and give them a dependency (FS SS) they should recur at the given
intervals based on their dependency.

Is that close to what you were looking for?
