How do I set the mouse to open programs with a single click

My system crashed and I've had to rebuild, re-install, reset, etc.,
everything. Before the crash I set the mouse to a one-click default to open
programs, shortcuts, files, etc., but I cannot remember how I did this
probably simple task.
