How do I set up a default incoming message rule in Outlook?

For Outlook 2003 with all current service packs applied:

One of the email accounts that I am trying to help organize gets over 400
incoming messages per day. This is an Exchange connected account so I'm
setting up all my rules to run on the client only. The need is to pull all
messages out of the Exchange Inbox and move them down to a Personal File
(PST) "Inbox" folder or other folders. I have dozens of rules that are
processing but after all is said and done, there are usually many, many
messages still left in the Exchange Inbox that still need to be moved down.
I've tried to set up a "default" rule set to run after all the others to
finish up. The only condition is "on this machine only" and the only action
is "move it to the specified folder". It seems that Outlook is processing the
rules faster than it is removing the messages from the Exchange Inbox from
the previous rules so I am ending up with duplicate messages. Is there a way
to put a "pause" into the rules processing mechanism to make sure the earlier
rules are finished moving out the messages before the "default" runs or some
other way to accomplish the same thing?
