how do I set up windows live mail with outlook?

outlook will not open my windows live mail or send messages through it, I
click http and then hotmail, as the tools say but it still does not work

Do you have a paid Hotmail account or a pre-Sept 2004 account which was
configured in Outlook before that?? Only then you can access Windows
Live Mail on Outlook.

Otherwise, what is the error message that you are seeing??
