How do I transfer my program licenses to a new computer?

I am upgrading to a new computer, and want to transfer my Microsoft Office
programs licenses to this new one.
How is this done, and what would be the best way to go about it? I don't
want to buy $500 worth of programs again when it's still perfectly legal to
use the ones I paid for, only on my new system though.

If the programs came preinstalled on the old system, they are OEM and cannot
be transferred. If you purchased Office retail, simply uninstall Office
from the old, install to the new and, if the internet activation does not
work, select telephone activation.
