Try IrFanview. I'm pretty sure it will open Targa files.

Most any image editing software
should be compatible with Targa
..tga image files.

In MS Publisher...go to...Insert /
Picture / From File...browse to the
..tga file...it should open.

If you do not have MS Publisher or
an image editing program...try one
or all of the following freebies.

Correction...

I just did a test and Picasa is not compatible
with .tga. MS Publisher, FastStone and Irfan
View are. MS Word also recognized a .tga file.

And, any version of MS Picture It! / MS Digital
Image would be compatible.
