How do I write on a picture

I am trying to type text on a jpeg picture. How do I do it?

With a photo editing program or a DTP program.

It depends on how extensive your writing will be, and how big the picture is.
I have been successful with applying a text file over a .jpg file. I do not
remember how I did it, but maybe someone else knows.
