How do stop a blank presentation from coming up when I open Powerp

What do you want to appear instead?
Nothing? As in no open presentation.

XL and Word support such options (with /e switch in XL and the /n in
Word). However, from what I can tell PP supports *no* startup switches
-- well, at least not that are documented in an easy to find manner.

in PPT 2003 it is /c and in PPT 97 it is /a - nothing will startup with
this switch.

Other switches in PPT 2003 are:
/p "C:\pres.ppt" -> print the presentation
/s "C:\pres.ppt" -> start slideshow with the presentation
/w -> start with AutoContent Wizard
