How do you add background sound to a web page?

When I go to web tools and click on the sound option, I geta message that
says: This object was created in HTMLInlinesoundctl. This application is not
availabel to open this object. Make sure the application is properly
installed and has not been deleted, removed or renamed.

I get this message both at work and at home???
