How do you display the ruler in Picture Manager?

I used to use Photo Editor when working with graphics, which allowed me to
display rulers. I have upgraded to Office 2003 and the replacement software
for Photo Editor is Pciture Manager. I cannot figure out how to display the
ruler. It seems silly not to include it in the new version?? Does anyone
know how to turn it on?
