How do you keep the date using =TODAY() from changing?

Is there a way of using the =TODAY() function and lock that date, so it
doesn't change if I were to open it on another day?

Not with a formula, now. If you want to insert a static date, you can do it
fairly easily with the keyboard shortcut CTRL+;
