How do you lock toolbars

If they aren't in the Toolbar, they will pop up as needed. If you don't
like them "popping up", put them in the Toolbar.

What if you do not want them on the toolbar or continuously and randomly
showing up on the toolbars (i.e. not floating)? This also keeps happening in
MS Access.

I keep finding the keystroke shortcuts I use are useless and frustrating due
to a toolbar (i.e. web and reviewing) randomly showing up. It could be I have
a shortcut menu issue. However in Excel, I have looked through my custom
toolbars and macros for shortcut assignments and did not find any. For
example, Alt-W will highlight the menu bar command 'Window', but the pull
down menu will not become available by 'pulling down'. Thx.

I have this same problem. I have chosen the buttons and toolbars I want and
the Web toolbar is not one of them. I don't want it to open unless I tell it
to!
