I hate to tell you this, but you've probably lost the information.
What was the format of the original, jpg, raw, bmp? What is the
format if the compressed copy? I'm not aware of any graphic
compression formats that allow you to reverse the process. Compression
is done by throwing out part of the extra data. A rule of thumb when
compressing pictures is to save-as them to a new file so you don't
lose the original.

You may want to consider a change in terminology. When you compress a file
{any type} the compression program removes blank spaces from the File to
reduces its size. Text files typically have the greatest size reduction.
Image files usually do not have much size reduction { or may increase in
size due to compression program overhead} since the image file is likely
already compressed {depending on the file format}. A compressed file can be
un-compressed by the program that was used to compress or by a compatible
program.

What your appear to have done is reduce the resolution of your image by
removing information from the image. Image resolution reduction is a
one-way street.
