How does "Help" work without internet access, office 2007

The only place I can find Help in word or excell is the little question mark
on the right side of the ribbon. When I'm offline and click "help", it shows
a message loading help from Microsoft Office Online and hangs. The window is
not responsive. Is this a broken install or a feature?

One of these days when you are online, in Word 2007 click on the
little question mark button, find the Connection Status menu at
the bottom right corner of the Help window, and click "Show
content only from this computer". Repeat in Excel 2007.
