How set milestone so it is linked to last step in critical path

I want to create a milestone for an after action review. This can not take
place until all other items are completed. If a task gets delayed, then the
review milestone will need to be delayed. So my question is: can this
milestone link be dynamic so it automatically comes after whatever task
happens to have the latest finish date.

Sure - just make each of the tasks that your final milestone task depends on
be listed as a predecessor. 5, 10, or 15 or more. Then, if any one of then
is delayed, your final milestone will move out in time in conjunction.
