How to change a publication's start page number

I have created a series of publications and I want to start page numbering
for each publication at a specific number..........it was able to be changed
under Tools>Options in 2002 but I can not find this feature in Publisher
2003. Can anyone help? Thanks.

This option was not available under Tools > Options in Publisher 2002. The
last version to feature this option in this position was Publisher 2000.

Publisher 2002 and later feature this option under Insert > Section.
