How to change Office2007 file format for all users

I have 76 new OEM laptops with Office2007 installed.
I do NOT have Active Directory.
I cannot run the OCT: setup.exe /admin - because it doesn't work. "Feature
not available."
I need to change all these laptop file formats to <=2003 file save format.
I need a script to edit the registry for ALL profiles to make the default
save format the older 97-2003 file type.
What keys need to be modified for Word, Excel, & PowerPoint for this to
happen.

What about copying the .adm files from the office2007 ORK & using
gpedit.msc, perhaps after that export the registry entry & import it to the
rest of the computers (in whichever fashion you are able to)? Perhaps a run
once task that runs whenever a new person logs into the laptop that sets the
registry entries as well?
What keys need to be modified for Word, Excel, & PowerPoint for this to
happen.
Not sure about that exact registry entry, you could use regmon while
changing the default "saveas" in winword to see though.
