How to delete read-only file/folder XP. Attrib -r does not work.

Attemped to delet a picture file with read-only attribute. No luck with
trying to change read-only with attrib -r. Response: System cannot find the
file specified.
Using windows XP Professional. HELP

Boot into safe mode and do it there.
And no need to post it twice, and what has this to do with /Office/?
